Nitsch provided transportation engineering and land surveying services for the Town of Carlisle’s Massachusetts Department of Transportation (MassDOT) Tier 3 Complete Streets Projects, which included the reconstruction of Carlisle Town Center, intersection improvements at East Street, and mid-block crosswalk enhancements. The design included traffic calming measures to modernize the existing rotary to modern roundabout design standards, realign an existing skewed intersection at East Street, improve sidewalks and crosswalks, and install curb extensions.
We collaborated with the Town’s Complete Streets Committee to produce a design that met the needs and desires of the committee, the public, and abutters. Developing a design that met the needs of the community was an ongoing challenge, as different Town committees had different ideas and priorities that we helped to moderate and find consensus on.
Nitsch presented the project design to the Board of Selectmen and other key stakeholders. After receiving approval on the conceptual design from the Town stakeholders, we provided final construction documents, specifications, engineer’s estimates, and bid documents within a tight timeline to meet Complete Streets funding deadlines. We also prepared and submitted environmental permits to the Town Conservation Commission for approval, and performed construction administration services by attending project status meetings, submittals, and Request for Information (RFI) reviews.
